Combat is simple on Western Skies. Power is split by tiers. To begin with everyone starts at the current Starting tier, which may change with time. Right now the starting tier is 1. One can improve their tier by moving forward in their own personal character development, this will permit them to move into the next tier and reap the benefits of the matter. However a mod must approve of a tier increase before it can be made official.
The line between two tiers is not explicitly marked and as such it is not impossible for a person one or two tier lowers can stand up to a person that is said one or two tiers higher than them. This leaves combat up to the role player, however if a character is found godmodding or otherwise not making the fight fair for others in the thread a mod will step in.
Techniques can be earned whenever and the only requirement to earn one is a reasonable action in a thread that merits one to earn a technique, this can be done is solos or in a group thread, but a mod is the final answer on if the reason is enough to learn it.
Techs come in 5 categories.
Ki - These cannot be made until your character has access to ki, and no one starts with the ability to.
Melee - These will be the most common sort of technique for a while and are either named punches and kicks or a combo a la Wolf Fang Fist
Magic - These use magic and are not like ki, those who have access to magic are free to make these.
Hybrid - A combination of any of the above, but the creator must have one of each of the hybrid types before making one.
Special - These techniques are made by mods and can only be learned by special conditions.
Each category of technique can only be used once every two posts. Meaning one cannot spam on attack or one attack type endlessly.
Charge times and cooldown times on techniques will effect their power justly, with charge times being more significant than cooldown times.
